Background
P&G is focused on ensuring compliance with California’s Senate Bill 54, which mandates specific sustainability and recycling requirements for packaging. Our current 5 layer (mLLDPE, HDPE) primary and secondary consumer level packaging for Bounty, Puffs and Charmin (excluding the Charmin Wipes) currently do not meet the requirements for SB54.
What we're looking for
We are seeking innovative solutions and strategies to design packaging that complies with SB54 and replaces our current MDPE flexible wrapper packaging for Bounty, Puffs and Charmin brands (excluding Charmin Wipes). The innovative packaging solution must meet our must-have requirements below.
The goal is to explore and identify top recommendations that can serve as inspiration or requirements for developing compliant packaging solutions.
Launch Timeline: Fiscal year 2027-2028
Solutions of interest include:
A fiber-based solution that is curbside recyclable
Material that is reliably biodegradable in a landfill (i.e. no specialized facilities or at home compost required)
Other materials that we may not be considering to replace our current plastic film flexible wrapper packaging for Bounty, Puffs and Charmin brands
Our must-have requirements are:
General property requirements include: 1) moisture barrier for paper products (specialized, if lotion is included); 2) tightly bundles paper products; 3) ability to be stacked on a pallet; 4) high quality printable; and 5) ability to adapt characteristics like coefficient of friction, thickness, tensile strength, etc. to be use with our current equipment.

Cost-effective solutions that can work with our current Multiflow wrapper equipment, Columbia Palletizers, and Lantech Stretchwrappers – Ring and Legacy Wrappers. Additional equipment includes conveyor belts and Edson case packers.
Solutions that are responsibly sourced (FSC certified, etc.).

Biodegradability in landfills is meaningless. In the anaerobic environment of a landfill, biodegradability results in methane emissions that has a 25X GWP impact. Compostable plastics can be a solution. Happy to discuss
Hello, I am working with a firm who's packaging solution uses only compostable plastics, which has good moisture barrier, mechanical, vacuum sealing and printing properties. Are they eligible for this competition?
